Onalaska’s Pierce Park might be site of cell towers

Demand for cell phone and wireless communications are forcing cellular telephone companies to find more sites for more towers. The latest request is for a site in Onalaska.

U.S. Cellular wants to put at least two stealth wireless radio/telephone towers, disguised as either flagpoles or light poles, in Pierce Park.

An informational session has been scheduled at which U.S. Cellular, through its agent Tom Bethea, will discuss a proposal to erect and operate a minimum of two wireless antennas and an adjacent equipment shelter at the junction of Green Coulee Road and Aspen Valley Lane. That session is scheduled for 7 p.m. Wednesday, Aug. 27, at Pierce Park.

The poles would be erected at the level of the basketball court. If erected as light poles, the overall height would not exceed 65 feet. There would be a lamp on each pole at 20 feet, with painted light poles continuing another 32 feet, then visible antennas rising another 10 feet.

If erected as flagpoles, they would be up to 75 feet high. The antennas would be housed within the flagpole beginning around 60 feet and would not be visible. Six-foot high vinyl fencing would surround the poles for either option.

The site plans show the equipment building would measure about 22 feet by 24 feet.

According to Jason Gilman, city planner, there are approximately 120 residents in the immediate vicinity of the site including Aspen Valley Drive, Clearwater, Maplewood, Tahoe Drive and Wood Run Place. But Gilman said the entire Green Coulee area includes approximately 300 property owners.

Gilman said there might be zoning problems. “Standard telecommunication structures are not permitted in public districts,” he said. However, a public site can be used if the structure is a stealth structure.

The applicant would have to confirm they are not required to install FAA lighting on the towers. Stealth towers, at least in Onalaska, are not allowed to have FAA lighting. If FAA lighting is required due to the location and height of the towers, the company would have to erect standard towers which would not be allowed on that site.
